What Is a Pleasure Craft Licence (PCL)?

A Pleasure Craft Licence (PCL) is a free federal registration issued by Transport Canada for motorized pleasure craft used on Canadian waters. It is not a competency licence — it's a vessel identification document, similar to a vehicle licence plate.

The PCL assigns a unique alphanumeric number to your vessel. That number must be displayed on the hull so that authorities and other mariners can identify your vessel from the water.

Many boaters confuse the Pleasure Craft Licence (PCL) with formal vessel registration. They are different:

For the vast majority of Ontario recreational boaters, the PCL is all that is required. Transport Canada formal registration is typically only pursued by those financing a vessel (lender requires it) or those planning extended cruising in US waters.

Penalty for Missing or Incorrect PCL Numbers

Failing to display a PCL number correctly is an offence under the Canada Shipping Act, 2001 and the Small Vessel Regulations. OPP Marine and Coast Guard officers can issue citations on the water. Penalties include fines under the Contraventions Act. Officers will generally ask you to correct non-compliance before issuing a ticket, but repeated or willful violations result in formal charges.

The most practical risk: a vessel with missing or unreadable numbers cannot be identified in an emergency or accident investigation. Legible hull numbers are a safety requirement, not just a regulatory box to tick.

Do I need to register my boat in Ontario?

What happens if I sell my boat in Ontario?
When you sell a boat, your PCL is specific to you as the registered owner and that vessel. The new owner must apply for a new PCL. Notify Transport Canada within 90 days of the sale. The new owner cannot continue to use your PCL number — they will receive a new unique number which they must display on the hull.

Do I need a boat licence to drive a boat in Ontario?
The Pleasure Craft Licence (PCL) is for the vessel, not the operator. To operate a motorized pleasure craft, you need a Pleasure Craft Operator Card (PCOC) — formerly called a boating licence. The PCOC is required for anyone operating a motorized craft over 10 horsepower (or under 10 hp if you're under 16).
